Public competition for the co-financing of the work program of sports clubs for the year 2019
Based on Articles 116 and 117 of the Law on Sports (Official Gazette of Montenegro, No. 044/18), the Secretariat for Local Self-Government and Social Activities of the Municipality of Rožaje announces:
OPEN COMPETITION
for the co-financing of the Sports Club Work Program for 2019
Subject Competition is the distribution of financial resources from the budget of the municipality of Rožaje to sports clubs registered in the territory of the municipality of Rožaje. The funds provided by the Budget of the Municipality of Rožaje for 2019 for the co-financing of the Work Program of Sports Organizations in the amount of EUR 160,000.00 will be distributed in accordance with the Decision on Co-financing of Sports in the Municipality of Rožaje.
Sports clubs that meet the following conditions have the right to participate in the Competition:
⦁ that they are registered in the territory of the municipality of Rožaje in accordance with the Law on Sports (Official Gazette of Montenegro No. 044/18),
⦁ to compete in disciplines in which a unique competition system is regulated within the official parent sports association,
⦁ that a period of one year has passed since the day of establishment of the sports club,
⦁ that the sports club has its headquarters in the territory of the municipality of Rožaje,
⦁ that he does not have a blocked business account and tax debts,
⦁ to have an engaged expert who has legally prescribed qualifications for work in sports and
⦁ to have a secured space for carrying out its activity.
In addition to these conditions, the right to co-finance the work program can be exercised by the sports club if it submits the required documentation, namely:
- Decision issued by the Ministry of Sports of Montenegro on registration in the Register of Sports Organizations;
- Club Statute;
- Report on the work of the sports club for the previous competitive season, as well as a report on financial operations for the previous year, with evidence of the intended use of funds (accounts, bank statements, etc.) if they have been allocated financial resources from the budget of the municipality of Rožaje for 2018. and
- Work program for a period of one year with an estimate of the amount of funds needed for the implementation of the program and a detailed plan for spending funds - descriptive and cost-wise for each item.
More detailed criteria for allocating funds to sports clubs are:
⦁ social importance of sports discipline,
⦁ massiveness,
⦁ competition rank, number of registered competitive leagues, age categories, place in the competition season, CUP competitions and other achieved results,
⦁ equal participation of men and women,
⦁ organization of national and international competitions,
⦁ scoring of Olympic sports,
⦁ criterion of club existence (tradition),
⦁ scoring of team and individual placement of age categories and achieved results at national and international competitions.
Application for the Competition is submitted on the prescribed form of the Secretariat for Local Self-Government and Social Activities of the Municipality of Rožaje, on which the documentation required for applying for the competition is specified.
The application form can be downloaded at the counters of the Municipal Civil Bureau (office).
The contest is open for 20 days from the date of publication in the media and lasts from January 25, 2019. until February 14, 2019. years.O
