Public call for support within IPARD

On the basis of Article 9 paragraph 1 point b of the Law on the Confirmation of the Sectoral Agreement between the Government of Montenegro and the European Commission, which establishes the rules for the management and implementation of the Union's financial assistance to Montenegro within the Instrument of Pre-Accession Support for the Policy Area "Agriculture and Rural Development" (IPARD) ("Official Gazette of Montenegro - International Treaties", No. 2/16, 2/21) and Article 27 of the Regulation on the Implementation and Procedure of Using Funds from the Instrument for Pre-Accession Assistance of the European Union (IPARD II Program) ("Official Gazette of Montenegro", No. 16/16, 4/18, 11/18, 46/19, 8/20, 19/20 and 43/21, 60/21), the Ministry of Agriculture, Forestry and Water Management - Directorate for Payments

The first public call for the allocation of support funds for Measure 7 "Diversification of farms and business development", sub-measure 7.1 "Support for investments for the development of rural tourism" of the Program for the Development of Agriculture and Rural Areas of Montenegro within the framework of IPARD II 2014-2020

AND THE SUBJECT OF A PUBLIC CALL The subject of this public call are investments for the development of rural tourism and eligible costs given in Annex 1 - List of eligible costs for Measure 7 "Diversification of farms and business development" (hereinafter: Measure 7), sub-measure 7.1 Support for investments for the development of rural tourism (in hereinafter: submeasure 7.1), which is an integral part of this public call.
 Persons exercising the right to use support funds in accordance with this Public Call must fulfill the conditions and criteria prescribed by the Regulation on the implementation and procedure of using funds from the Instrument for Pre-accession Assistance of the European Union (IPARD II program) ("Official Gazette of Montenegro", no. 16/ 16, 4/18, 11/18, 46/19, 8/20, 19/20 and 43/21, 60/21) (hereinafter: regulation), this public invitation and other regulations.

The support funds for this public call consist of 75% of funds provided through the Instrument of Pre-Accession Assistance for Rural Development of the European Union (IPARD), in accordance with the Financial Agreement for IPARD II 2014-2020 and 25% of national funds provided from the budget of the Government of Montenegro.

The amount of available support funds for Measure 7, submeasure 7.1 is 6,080,000.00 euros (4,560,000.00 euros EU funding, and 1,520,000.00 euros national contribution).
II USERS OF SUPPORT FUNDS Support funds from Measure 7, sub-measure 7.1 can be used for the development of rural tourism prescribed by the Regulation by the following beneficiaries:

natural persons, as owners of a family agricultural farm, registered in the register of agricultural farms no later than the day of publication of the public invitation, provided that the investment is realized exclusively in rural areas above 600 meters above sea level;

micro and small legal entities in accordance with the law governing accounting (hereinafter: micro and small legal entities), which are established or operate in rural areas, provided that the investment is realized exclusively in rural areas above 600 meters above sea level.
Exceptionally, micro and small legal entities, established outside rural areas, can be beneficiaries of support funds, provided that the investment is realized exclusively in rural areas above 600 meters above sea level.

III HEIGHT OF SUPPORT Support funds for the implementation of Measure 7, submeasure 7.1 are allocated for investments whose total value of eligible costs is from €10,000 to €150,000.
Support funds for the implementation of Measure 7, sub-measure 7.1 are allocated in the amount of up to 65% of the value of approved eligible costs.

IV REQUEST FOR ALLOCATION OF SUPPORT FUNDS The request for the allocation of support funds is submitted on Form 1 - Request for the allocation of support funds for Measure 7 "Diversification of farms and business development", sub-measure 7.1 "Investment support for the development of rural tourism", which is an integral part of this public call.
The request for the allocation of support funds and the necessary documentation must be submitted exclusively in a sealed envelope by registered mail, with an indication of the name and address of the applicant and the note: Do not open - Request for the allocation of support funds for Measure 7 "Diversification of farms and business development" , sub-measure 7.1 "Investment support for the development of rural tourism" - First public call, to the address Ministry of Agriculture, Forestry and Water Management - Directorate for Payments, ul. Moskovska 101, 81000 Podgorica. A request that is not submitted on the prescribed form will not be considered.
V DEADLINE FOR SUBMITTING REQUESTS The request for the allocation of support funds is submitted within the period from June 23 to August 31, 2021. Requests submitted before or after this deadline will not be considered.
VI INFORMATION The basic text of the Public Call for the allocation of support funds for Measure 7, sub-measure 7.1 is published in the "Official Gazette of Montenegro" number 30/21 (Advertising section), at least once a day in printed media and on the website of the Ministry of Agriculture, Forestry and Water Management www.gov.me/mpsv and www.ipard.gov.me.
