Rožaje is a small but modern city, whose cultural life is becoming more and more intense. The main city institution for organizing cultural life is the local Culture Center, which also has its own publishing activity.
The Cultural Center has a gallery, a cinema, a city library and a reading room.
The public institution Rožaje Culture Center was formed in 1991 by the Decision of the Rožaje Municipality Assembly. Prior to that, cultural affairs were organized within the National University.
The activities of the Center are of special social interest and include:
- Organizing and improving cultural and artistic activity and cultural life in the municipality
- Organizing and arranging cultural and artistic performances of theater performances, musical performances, literary evenings and art exhibitions
- Organization of festivals and manifestations of municipal, national and international significance, culturally educational in nature
- Organizing appropriate programs on the occasion of significant national holidays, jubilees, etc.
- Organizing lectures, seminars and courses related to the Center's core activities
- Promotion of amateur cultural and artistic creativity
- Regular showing of films
- Cooperation with other institutions and organizations in the field of culture
- Other tasks that the founder puts under the authority of the Center

The Folklore Ensemble, which was founded in 2004, operates as part of the Center for Culture. The folklore ensemble of the Cultural Center comes from the rich folklore source of the Rožaj region. The folklore ensemble inherits the dances, music, songs and customs of the peoples living in Montenegro and the region. He had a large number of performances in the country and abroad, where he received very significant awards and recognitions. It has over two hundred members of different ages divided into four groups.
Dance group "Snowflake" - the founding of the dance group is related to the start of the International Children's Song Festival "Golden Snowflake". About seventy children are active in the dance group. They have modern dances in their repertoire.
Music workshop - a music workshop - piano school led by music pedagogue Izeta Ika Bučan has recently started working in the Cultural Center. About thirty participants attend the workshop.
The presence of several cultures in different periods of prehistory and history in the Rožaj area is indicated by many toponyms, folk traditions, and especially many cultural and historical monuments. Near the city, on the Brezovica hill, there are well-preserved but not sufficiently explored and studied remains of an Illyrian settlement. There are also numerous monuments of material culture from the Middle Ages and the Turkish era. The most important among them are:
- Kurtagića Mosque, which was built by Sultan Murat II in 1697;
- Kučan mosque built in 1830;
- Ganića Tower built in the first years of the 19th century;
- Ruzica Church in Suho Dol;
- Church of Our Lady's Peak on the mountain of the same name, endowment of Jelena Anžujska, wife of Uroš I Nemanjić;
