A public hearing was held regarding the Draft Investment Program of the Municipality of Rožaje for 2015
The public discussion regarding the Draft Investment Program of the Municipality of Rožaje for 2015 was held on December 8, 2014 in the hall of the Cultural Center. The President of the Municipality of Rožaje, Ejup Nurković with his vice-presidents, members of the Local Assembly, local self-government officials, presidents of local communities, representatives of the NGO sector, interested citizens and media representatives contributed to the public debate. Director of the Directorate for Construction and Investments, Mirsad Džudžević, was the reporter of the Draft Investment Program.
According to the reporter, the municipality of Rožaje has approximately 200 km of roads, of which only 70 km are asphalted, and of that 50% is in very bad condition. Previously, plans were made for the rehabilitation of roads and the construction of new ones, but as everyone knows, little work was done on this, so the work started in previous years had priority in the plan of the investment program for 2015, and was supplemented with new projects. One part of local buildings of general interest will be financed from the capital budget of the Municipality of Rožaje, while the other will apply for financing from the state budget. "All projects (communal infrastructure facilities, city and local roads, social infrastructure facilities, water management facilities, electric power facilities) are arranged according to priorities, but if citizens or donors or the NGO sector find a way to finance a specific project with 30%, that project will to have an advantage over the others", said Mr. Mirsad Džudžević.
Until now, it was not the practice to submit ready-made projects to the ministries, thus Rožaje lost great opportunities for development, but the reporter stressed that from now on that practice will be changed. "All the project documentation will be done in advance so that it can be applied to investors both in the country and abroad, this will facilitate investment in our municipality, and we will be able to make plans for long-term development", emphasized Džudžević. Javosti knows that many schools in the territory of the municipality do not have adequate conditions for work, without sports halls and playgrounds; this draft of the investment program gives priority to the projects that will be submitted to the Ministry of Education of Montenegro.
The draft envisages a city water purification project as well as a landfill project that will be submitted to European funds.
The public discussion took place in the discussions, proposals and suggestions of those present, which were included, each proposal will be discussed individually and will be submitted to the assembly services for refinement, and later will be put to a vote in the Assembly of the Municipality of Rožaje.
The President of the Municipality of Rožaje, Mr. Ejup Nurković demanded from the citizens a partnership and cooperation, more participation of the NGO sector in future joint projects, stressing that in the future the work of the municipal authorities will be transparent and visible to all citizens. "Criticisms and suggestions of citizens encourage the future work of municipal services, because only by working together can our municipality have visible and successful work," emphasized the President of the Municipality of Rožaje.
