Invitation to non-governmental organizations to register for participation in the 18th session of the Rožaje Municipal Assembly

Na osnovu člana 153 Poslovnika o radu Skupština opštine Rožaje (,,Sl. list CG – Opštinski propisi” br. 38/18), objavljuje se

INVITATION
nevladinim organizacijama za prijavljivanje učešća na XVIII sjednicu
Assembly of the Municipality of Rožaje

Pozivaju se nevladine organizacije sa sjedištem u Rožajama, da podnesu prijave za učešće u radu XVIII sjednice Skupštine opštine Rožaje, koja je zakazana za 29.12.2020. godine, sa početkom u 11,00 časova.

The provisions of Article 150 of the Rules of Procedure of the Rožaje Municipality Assembly provide that a representative of a non-governmental organization can participate in the work of the Assembly session (the so-called "free chair" institute) if the non-governmental organization meets the following conditions:

that it has been registered for at least one year;
to have its headquarters in the territory of the municipality;
that in the previous year: implemented one or more projects in the municipality or participated in at least one public campaign in the municipality or implemented at least two one-off actions of importance for the municipality, or participated with concrete proposals in at least three public discussions that were conducted in the municipality;
that the Statute has established activities and goals of action for the subject area and
that it has members who have experience and know the topic in question or has associates who have expert references on the topics in question.

A non-governmental organization that meets the requirements from paragraph 1 of this article has the right to propose, that is, to appoint a representative of the non-governmental organization that will participate in the work of the session.
Uz prijavu za učešće na XVIII sjednicu Skupštine, radi korišćenja instituta ,,slobodna stolica” nevladina organizacija je dužna dostaviti Službi za skupštinske poslove:

an application for participation in the work of the session, signed by a person who is authorized to represent or represent a non-governmental organization, with documentation based on which the fulfillment of the conditions from the previous article is determined;
Statute of non-governmental organization;
Decision on the establishment of a non-governmental organization;
statement of the person authorized to represent or represent the non-governmental organization that there are no members of political party bodies and public officials in the governing body, in terms of regulations on preventing conflicts of interest.

Prijavu za učešće na sjednicu Skupštine nevladine organizacije dostavljaju predsjedniku Skupštine preko Građanskog biroa- pisarnica Opštine Rožaje, ul. Maršala Tita br. 1 ili elektronskim putem na e- mail: [email protected].
Prijavu za učešće na sjednicu Skupštine nevladine organizacije dostavljaju predsjedniku Skupštine, najkasnije 7 dana prije održavanja sjednice Skupštine, s tim što su dužne da navedu tačku dnevnog reda za koje prijavljuju učešće na sjednici Skupštine.
