The third regular session of the Rožaje SO: Important decisions were adopted
- On September 24, 2018, members of the Rožaj Parliament held the third regular session of the Municipal Assembly, which was postponed on September 13 due to lack of quorum.
At the meeting, the councilors adopted eleven points, which should have been adopted by the last convocation, but due to the impossibility of securing a quorum, they were not considered.
On the proposed agenda, the 13th item was the Decision on the loan debt of the municipality of Rožaje. At the beginning of the session, the proponent withdrew this point from the procedure due to, as they said, additional coordination with the Ministry of Finance.
In the continuation of the work, decisions were adopted on the Final Account of the Budget of the Municipality of Rožaje for 2016, then the rebalancing of the Budget for 2017 and the Budget for 2018.
The decision on the budget of the municipality of Rožaje for 2018 caused, as expected, a lot of discussion. Faruk Agović from the SDP was interested, given that the Budget is adopted in the ninth month of the year, how much the Budget will be realized by September. President municipality, Ejup Nurković said that by August 31, the realization of the Budget is about 57%.
Ruždija Kalač from DPS pointed out unrealistic plans in the revenue side of the Budget, citing fees from uncategorized roads and concessions. The same remark was made by the member of the SD Alen Kalač.
The item on the agenda, the Report on the work of the President of the Municipality of Rožaje for 2017, is the next item that the councilors considered.
The SDP said that they would not support the report, because in 2017 the SDP cadres were persecuted and the secretariat headed by the cadres of this party was abolished.
DPS points out insufficient cooperation of the mayor of the municipality with the civil sector and the minimal involvement of the Internet audit in the adoption of important acts.
Alen Kalač, member of the SD, said, addressing the president of the municipality, that in 2017, not a single businessman was motivated to invest his capital in Rožaje.
Agenda items 5, 6, 7, 8, 9, and 10 were discussed as a package, and voted on individually. These points concerned the economic development of Rožaj or the interests of the citizens, so they received the unanimous support of all the councilors present.
The last item on the agenda of the third regular session of the SO Rožaje was the Decision on giving consent to the rehabilitation program of municipal public finances. Opposition councilors criticized the Plan, pointing out that it is not analytical, that it is superficial without concrete measures. Considering that this is perhaps the most important point of today's session, they requested that the Plan be further refined and adopted by consensus in the Assembly.
The president of the municipality said that there is an urgent need to act, and that delay is unnecessary, stressing that he is open to all proposals and suggestions.
The President of the Rožaje Municipal Assembly, Almir Avdić, assessed today's session as successful, since most of the adopted features should have been passed in the last convocation.
